In Legends continuity, the saberstaff has a specific inventor, and he was a Jedi at the time.
Exar Kun was a gifted, arrogant apprentice under Vodo-Siosk Baas who went digging into Sith archaeology on Onderon and Korriban, convinced the Order was hiding useful knowledge from him. He was right that it was hiding things. He was wrong about why. Guided by the spirit of Freedon Nadd, Kun fell, and among what he took from the ancient Sith holocrons was a schematic for a hilt with an emitter at each end.
He built it and refined it, producing a double-bladed weapon that no one in the galaxy knew how to counter because nothing like it had been seen in millennia. He used it to devastating effect through the Great Sith War, including against his own former master.
The design outlived him by four thousand years. What Maul carried on Naboo descends directly from what Kun reconstructed from Sith holocrons, and the technique for using it was passed down through Sith lineages the whole way.
Kun's own end was strange even by Sith standards: cornered on Yavin 4 by a massed Jedi fleet, he separated his spirit from his body to survive, and haunted the moon's temples for millennia.
